Starting in the next decade, the experiments at the Brookhaven Electron-Ion Collider (EIC) will open up unique opportunities to gain precise information on the structure of strongly bound particles. To fully harvest that physics potential, it is now time for the QCD theory community to prepare and sharpen the necessary theory tools. This scientific program aims to bring together experts on various subdisciplines and lead them into a coordinated effort to improve perturbative QCD calculations to prepare an optimal extraction of nonperturbative hadronic structure functions from EIC data. The nonperturbative objects we want to focus on are on the one hand various parton distributions, including collinear, transverse-momentum dependent and generalized proton PDFs, nuclear PDFs and multi-parton distribution functions, but also fragmentation functions and the matrix elements describing nonperturbative Quarkonium formation. The tools to be discussed involve higher-order QCD perturbative calculations, resummations of threshold and power corrections, higher twist corrections, and matching of parton showers and hard interactions in Monte Carlo event generators.
