The first topical workshop of the FroST series will be held October 22-24 at Mainz University (Germany). Discussion will focus on the plans and prospects for realizing the THEIA detector - a large water-based liquid scintillator experiment. Discussion will include both physics prospects and technological challenges, as well as international perspectives and funding prospects.
